The plan will be debated at public hearings at McCall Area Planning and Zoning Commission meetings to be held Monday and Wednesday at the Idaho First Bank Community Room. The hearings begin at 6 p.m.
The plan calls for the town's most urban character to be located in the downtown. The next most urban character would be reflected along Third Street, also known as Idaho 55 south of Payette Lake.
Neighborhood mixed-use centers, such as the Lardo neighborhood, would also have an
urban flavor under the proposal. As the land uses move outward beyond the city limits, the character would transition to rural settings.
The new comprehensive land-use plan for McCall provides a definite plan for what Third Street will look like, Community Planning Manager Michelle Groenevelt said.
The plan focuses on a Third Street streetscape that includes sidewalks, curbs and gutters.
Focus on Sidewalks
In order to alleviate congestion in the downtown area, a number of proposals are suggested in the plan, including a sidewalk plan for downtown McCall and Third Street. In addition, bicycle lanes would be implemented and multipurpose pathways and off-street trails would create a "green network" to alleviate traffic in the downtown area.
The plan also calls for a pedestrian street or public plaza to be used as a gathering place in the downtown area.
It also encourages the creation of a lakefront path or boardwalk that connects First Street with Brown's Park.
The city's central business district would be changed under the plan. The eastern side of the district north of Hemlock Street would no longer be in the central business district, but land on the south side of Lake Street to Mission Street, not currently in the business district, would be added, Groenevelt said.
The city's campus that includes McCall City Hall, the McCall Police Department offices and the McCall Public Library would become a central anchor to the downtown.
Lodging and conference facilities are encouraged in the downtown in the plan.
The plan calls for a multipurpose community center and advocates the development of a performing arts center. The plan also calls for adequate and accessible parking in the down
town area.
Commercial areas that create mixed-use centers of residential and commercial that also link up to a variety of transportation corridors are encouraged in the plan.
Away from the downtown in new neighborhoods and visitor villages, small-scale, mixed-use centers would be encouraged to provide goods and services.
The plan also would prohibit gated communities in McCall. McCall's second-home to primary-residence ratio would be encouraged to remain at 60-percent second home and 40-percent primary residence.
